First time posting a deck, first time really designing a deck with any sort of strategy (a simple one at that).

Main tactic is to spam Victini's Victory Star ability, which allows you to restart the coin flips from an attack of yours, once per turn. Victini need only be on the bench, and I have not intention of using him as an active Pokemon.

Vanilux's attack Double Freeze is the main benefactor of Victini's ability and only costs one {W}{C} to attack (Flip 2 coins. This attack does 40 damage for each heads, and the Defending Pokémon is now Paralyzed. If both are tails, this attack does nothing.) Basically, you only need one coin (in four flips) to be heads, in order to paralyze the opponent, and you deal a decent amount of damage too. This cripples the opposition's ability to attack. If Victini isn't out, for {W}{W} you can deal 60 damage.

Darmanitan does 70 damage, plus either 20 extra, or 20 recoil, depending on a coin flip. Again, if you fail the first time, you just flip once more. For only {R}{C}{C} you deal 90 damage 75% of the time, and do 70 damage and take 20 25% of the time.

Kyurem and Reshiram are just there to dish out cheap damage with their Outrage attacks, {C}{C} to do 20 damage plus ten more for each damage counter on the Pokemon. Once they've taken enough damage you can crank out the odd Defender and Eviolite to keep them alive, or just Switch them out to save for one last strong enemy.

The remaining trainers are just used to find required Pokemon, or recover discarded Pokemon.

Ability: Victory Star
You can use this when your Pokemon flip coins as part of an attack. Ignore all results of those coin flips and reflip from the beginning. You can't use Victory Star more than 1 time during your turn even if you have multiple Victini in play.

[R][C] Assist Power: 30 damage. Move all Energy attached to this Pokemon to 1 of your Benched Pokemon.

Kyurem - Water - HP130

[C][C] Outrage: 20+ damage. Does 20 damage plus an additional 10 damage times the number of damage counters on this Pokemon.
[W][W][C]: Glaciate: Does 30 damage to each of your opponent's Pokemon (don't apply Weakness and Resistance when damaging the Bench).

Super Rod - Trainer

Search your discard pile for up to 3 in any combination of Pokemon and basic Energy cards. Show them to your opponent and shuffle them into your deck.

You can use any number of Trainer cards during your turn.
 
This looks like it will be a popular and very powerful deck. However, some changes:
-2 Kyurem while this will be decent in some decks, it doesn't contribute to this one at all because it doesn't do heavy damage to opponennt
-2 Eviolite this is more of a tech card and since the only basic you would want out would be reshiram, this may often become a dead draw
-2 Great Ball his card is very unreliable and there are better ways of searching for pokemon
-9 Water Energy you seldom want more than 16 energy total and this brings it up a ton. In a 2 type deck, you can use rainbow energy instead
-2 Fire Energy ^

+2 Cleffa/Stantler/Manaphy/Mantine these are all good starters that will benefit how fast you set up, pick one based on what you want
+2 Pokeball normally pokemon communication is better than this but with victini pokeball has 75% chance of success, which is much better
+4 Dual Ball similar to pokeball, I usually prefer pokemon collector for searching out basics, but with victini this card will often work well
+4 Professor Oak's New Theory this is one of if not the best hand refresher in the format, but you can lower the count if you picked cleffa
+4 Pokemon Catcher every post-rc deck needs for of these, simple as that. this card will determine the meta and make or break your deck
+4 Rainbow Energy this is an energy that will fuel any of your pokemon's attacks at the cost of putting a 10 damage on them, which isn't much
+20 (I understand this is more than I took out. However, you had 59 cards before, so you need to choose 2 things to get rid of. If you picked cleffa as your starter you can remove two PONTs. Otherwise, I'd remove either the Defenders or Pokemon Communication)
