Ruling Using Poke-Powers

I'm a little in doubt about how Pokemon Powers works.
If you have a Snorlax with the Pokemon Power Thick Skinned that says:
Snorlax can't become Asleep, Consfused, Paralyzed or Poisoned. This power can't be used if Snorlax is allready Asleep, Consfused, or Paralyzed.

Does that meen that you have to say during each turn that you use this power in order for it not to be affected by a special condition or does the power work when the opponent tries to use a special condition?
 
You don't have to announce that particular power. Other ones you will have to announce. It depends on the card. Before it gets asked, Muk that has the Pokemon Power that negates all Pokemon Powers will stop it so it could become asleep, confused, etc. If a player is able to stop both Poke-Powers and Poke-Bodies at the same time, it is negated as well. One such way to achieve this is from Dialga G LV.X and playing down a Mesprit LA and using its Poke-Power.~Mark
