I fail to see what's so ultra, super, or excellent. Here's my entry for round one.

The power's overdoing it, and dual-type exs can't exist- you never have two rules on one card. That, and Elemental Giga Blast is overpriced.
 
Wow, both your guys' cards are broken.

On a scale of 1 to 10, Lugia ex δ ranks a 30.

Ho-Oh ex δ ranks 4 (2 for 60 no drawback). Body's a little broken since it's -60 if you have all types and it's not too difficult to get them attached (Flygon δ anyone?)

Really though, it's great. I'm just here to rag on Lugia ex δ and its sheer brokenness. Nothing about it is fair.

Well, at least it's not the OD wannabe that is Lugia ex δ. It's even more broken then anything out of OD!

Round 2 make a card that has something to do with the psychic type it can be a special energy that only powers up psychic pokemon perhaps have fun with it.

Other than the use of Psychic Cube 01, I can't think of any other ways to incorporate cards that involve the Psychic type...
