Ruling Tounge Spring Expert belt?

For Haunters Tounge spring, if I have an expert belt attached does it do 40 if I do damage to the main? also what if I throw in plus powers, do those add in damage as well?

IF AND ONLY IF the damage is aimed at the Defending Pokémon, would Expert Belt and Pluspowers add damage. IF you choose a benched Pokémon, then you will only deal 20.
