Ruling Tornados

If you have a Tornados without any basic energy on it, but enough energy to use Hurricane (eg. DCE+Rainbow), can you still use Hurricane?

Yes. You can attack with tornadus as long as you have three energy to pay for the attack. So, for example, if you have a DCE and a rescue you can use hurricane but you do not move any energy. But, let's say, if you have a DCE and a basic fighting energy, you must move the fighting energy.

You just need to have at least {C}{C}{C} on Tornadus for Hurricane, then just do as much as you are able. (However, if it said "If you can't move a basic Energy this attack does nothing", then you would need to have a basic Energy card on Tornadus.)
