Ruling Top Drop and Weakness

My question is if i use Primeapes(SV) Top Drop and its agianst an electivire LVX does it double the damage or no since top drop is an effect of an attack and is not doin intial damage eventhough the card says this attack does damage equal to the HP of that pokemon??so pretty much does weakness every get applied for this attack??

The weakness will be applied as your dealing damage the only reason the damage isn't printed is the fact that its isn't a set amount, yet the card states damage.
