Does tool scraper only discard 2 tools total? no matter which pokemon you discard them from? Just wanted to know because on the PTCGO tool scraper lets you discard 2 tools from an opponents pokemon and also allows you to discard 2 from your own pokemon. Is this just a glitch or the actual ruling?
