No. The closest equivalent to manipulating attacks is any Torment or Encore variations.

Well i was trying to make a deck on Raticate BREAK/Ariados, but i had not yet noticed the ability of the normal Raticate, which prevents all special conditions...

Is there a card in standard that puts your own pokemon asleep without using an attack.

The new Hypno from Breakpoint does this.
I do not know if there are more.

Crobat line would also work quite well to be honest.

  7. - Team Magma's Camerupt (Double Crisis 2) attaches Fire or Fighting to itself.
    - Hydreigon (Phantom Forces 74) attaches Dark to Active.
    - Bronzong (Phantom Forces 61) attaches Steel to Bench.
    - Milotic (Flashfire 23) attaches 3 to any non-EX at the cost of a KO.
    - Ho-Oh-EX (Dragons Exalted 22) can bring itself out of the discard with 3 energy.
    - Eelektrik (Noble Victories 4) attaches Lightning to Bench.

Also Smeargle (BREAKthrough 123) allows you to switch an energy with one found in the discard, though he isn't an accelerator.

Is there a card that discards/shuffles a card from your opponents discard pile/deck.

  10. Also Duskull (Flashfire 38) can bring a Pokemon out of their discard onto their bench.

Are there any cards in standard similar to the Team Plasma Snorlax's Block ability?

Dragalge FLF is similar in that it makes it so the active can not retreat if they are poisoned.
This is the most similar, but there are other cards that make retreat costs higher though.

Wow, thank you. Isn't there also a stadium that forces them to have one more energy for each attack? I'm trying to look it up but I can't seem to find it.

Not a stadium, but Head Ringer - [Team Flare Hyper Gear] makes the attacks of an opponent's Pokemon-EX the card is attached to cost 1 [C] more.
    Card Spoiler:

Are there any good replacements for Giant cape? (I would use it on a Goodra from flashfire, combined with a training center stadium) Also, any stadium cards that would give me a better health boost than the Training Center?

Hard Charm and Fighting Fury Belt are both much superior alternatives. The former immediately reduces damage so you don't have to worry about the tool being removed (and your HP subsequently being reduced). The latter gives an extra 20 HP plus extra 10 damage, but only for Basics.

For Stadiums, there isn't really a better version.
