Ruling T-tar prime question

Ok so I have a T-tar prime, and attack with Power claw and hit a gengar SF. My brother claims that I don't appily weekness because it says "or any other efects on the defending pokemon" my question is do I appily the weakness to the damage or not?? And does gengar's fainting spell hit me??

The attack's damage is affected by weakness and resistance because it doesn't specify otherwise.

Fainting Spell will activate if Gengar is knocked out by the attack.~Mark

To clarify, Weakness and Resistance are not "effects on the Defending Pokemon", which is why attacks and things specifically state they cut through Weakness and/or Resistance. If it doesn't say it cuts through Weakness, then you apply it.
