When goomy is in the active sticky membrane forces one more colorless to attack. If wonderous labyrinth is in play does it stack or not?

Yes.

Things like this only don't stack when

1) The attack says it doesn't stack

2) It is worded so the cost is being set to something specific

Let's use Absol (SM - Team Up 88/181), Altar of the Moone, Escape Rope, and Float Stone as examples.

You have a Giratina (SM - Team Up 97/214; SM - Black Star Promos SM151) with a Retreat Cost of [CCC] as your Active Pokémon. You can reduce this Retreat Cost by two if you have Altar of the Moone in play and a [P] or [D] Energy attached to Giratina. If you attach an Escape Board to this Giratina, the Retreat Cost will be reduced by another one, or a total of three, giving it a free Retreat Cost. If your opponent had an Absol in play, this will add one to the equation, so with the entire combo mentioned, Giratina would still have a Retreat Cost of [C] after it is all added up.

Same situation, but replace Escape Rope with Float Stone. Float Stone, whether attached before everything else is in play or after, sets the Retreat Cost of Giratina to zero. If you're familiar with the order of operations for mathematical equations, just imagine parenthesis around everything with a "x 0" just outside of it. Um... since I don't feel like adjusting the font, that's supposed to be an "x" used as a multiplication sign, and the number zero. XP
