Stacking all around?

I packed 4 Transcievers, 3 Mentors and 4 Holon's Castforms yet got just a single Mentor-Castform start in a whole tournament. I've been watching the semi finals and EVERYONE started CONSTANTLY with a Castform/Mentor start. Think stacking is big in this game?

I think the players should just be able to shuffle their opponents decks instead of a single cut. Cuts chances of stacking.

A single cut is crap.
Opponents should be able to shuffle the thing for as long as they want.

Players ARE allowed to shuffle their opponent's deck, it's just that the player gets to cut their own deck when they get it back.

In all honesty, however, you just got unlucky, and the players you watched got slightly lucky in those games. With 4 Transceiver, 4 Castform, and 3 Mentor, you will start with one of them around 77% of the time if you look at it purely through statistics. Figuring in mulligans and you'll probably go around 74%.
