In Sonic Adventure 2 Battle I won a Chao Race and got a prize but I can't find it. I used a Chao in the Hero Garden.

This depends on the race you won. Here is is quick guide:
BEGINNER RACES:
If you complete all 3 stages of any course, your chao will win a toy. This toy is not visible to you. The chao plays with it automatically when it wants.
Same thing with the rest of the Beginner races.
JEWEL RACES:
If you complete all 5 stages of any course, your chao will win a toy. Again, this toy is not visible to you. The chao plays with it automatically when it wants
Same thing with the rest of the Jewel races.
CHALLENGE/HERO/DARK RACES:
Now these course's prizes are different from the previous ones; these ones appear in the garden. Win the Challenge races and the received toy(s) will appear ONLY in the Normal garden. Win the Hero races and and received toy(s) will appear ONLY in the Hero garden. Same thing with Dark races, received toy(s) will only appear in the Dark garden.

My Chao does but it is not working.
Hmm that's strange. Perhaps try these:
- Be patient. Sometimes it takes the chao a while to locate the place it will plant it.
- Move the chao in various places and see if it responds.
- Feed the chao intelligent animals such as the Raccoon, Skunk, or Sheep.
- Preform the required races again to ensure you have the obtained the toys.
- Your chao cannot plant more than two seeds in one garden.
