Ruling Shedinja - Resent And Lvl up ?

Poke-POWER:
Once during your opponent's turn, if Shedinja would be Knocked Out by damage from an attack, you may put 4 damage counters on the Attacking Pokemon and each of your opponent's Pokemon that has the same name as the Attacking Pokemon.

I have a question about this:
1) When it says "you may put 4 damage counters on the Attacking Pokemon", would that mean the Pokemon who caused the Knock Out?

The Lvl. up part:
If I have had Gligar on my bench for a turn already and I evolve it into a Gliscor, can I Lvl.X it in the same turn?

1) Yes, that is correct.

The Lvl. up part:

No, you cannot. No, Broken Time-Space does not let you instantaneously level up. The only way you can do that is by flipping a heads on Level Max, or by using the attack on the promo Porygon-Z which levels up one of your Pokemon.

I'd like to add that without the use of Level Max, you cannot level up Gliscor at all while it's on your bench. Leveling Gliscor can only be done when it's your active Pokémon.
