Returning player in need of clearing up

I've stopped playing the game many, many months ago because I thought that playing in a stale format did not appeal to me because of the lack of balance within the cards. And that my area didn't play competitively that much. However, lately, after seeing that I've missed the prerelease of Dragons Exalted in my area, it inspired me to come back to the amazing world of the TCG. I thought it would be better if I came back on the day the format rotation occurred, but it seems I have a feeling that I just want to get back to it immediately.

Though my deckbuilding skills are not lacking, I do need a little bit of polishing at what staples I can use in my decks, with a sample list of what it can look like if it's not too much trouble. Additionally, I also need little polishing on the meta decks. If someone can point me in the right direction, that would be most appreciated.

Thanks!

4 Pokemon Communication is a Dollar
Ultra Balls are a dollar each
Level balls are about the same as N
Random Receivers are a dollar each
Pokemon catcher is the most expensive item card, each copy is between 10-12 dollars, and its required to run four next format.

Other good cards:
Eviolites go for about 1.50-2 Dollars each
Energy Retrievals are 35-40 cents each
Switch is a .25 cent common and has been printed ever since base set
4 rare candy go for about 4-5 dollars
pluspowers are .35 cents each
Double Colorless are 2 dollars each

Reshiram and Zekrom both have their own starter decks, Kyreum is a tin Promo
Gothitelles go for about 3-5 dollars each
Reuniclus go for about 2-3 dollars each
Durants go for about .85 cents each
Chandalures go for 1-2 dollars each

If you have a reputation thread (easily obtainable if you don't have one yet) and don't mind making purchases on a public forum you can purchase most of those cards in the PokeBeach Trading Corner for slightly lower than what websites like Troll & Toad sell them for.

Props to Project_Fedora for such informative replies though :p.
