Replacing accents with ~

I've noticed that all of the symbols have been replace with ~. Is this just happening to me?

Probably. My ones turn into annoying "capital A with squiggle".

Oh, and I'm not sure if this is my problem, but the site's é keep turning into various Chinese characters.

I replaced all my accent marks. They were all displayed as boxes for me.
