Ruling Remaining HP?

Remaining HP? Okay so doesn't that require a pokemon to be damaged first? I mean isn't that why it's called "remaining"? Because it really doesn't make sense to me? This guy did an attack based off of "remaining" HP, but my pokemon had NO damage. It was at MAX HP. Please help! I'm not understanding?
 
Your Remaining HP is your Max HP minus any damage you have on you. When it says "Remaining HP", it's refering to how much HP you have left after accounting for any damage you have received (even it's 0). In your example, your Max HP is also your Remaining HP because you have no damage on you.
 
Your remaining HP is your maximum HP printed on the card plus any modifiers that affect it such as Expert Belt minus the amount of damage your Pokemon has taken.

Example: You have a Scizor SF in play with an Expert Belt attached and it has 3 damage counters on it. Its remaining HP is 90.
Scizor SF 100HP + 20HP from Expert Belt - 30 HP from damage it has taken = 90 HP~Mark
