That Scrafty playmat is incredible. Too bad I live in New Mexico and am not capable of winning a Regs.
 
I believe all you have to do is attend regs, and they will have drawings and such (and you can probably buy it too) assuming that other regs will have this stuff, which they most likely will.

From the looks of that link, that's only going to apply to Philadelphia Regionals...so this looks like an isolated case.
Good for anyone going there, not as much for anyone who isn't.
...Unless there's some sort of proof this is happening elsewhere too?
