OR!!!! (This idea just came to me) It could be saying Japan is still loyal to the Nazi SOBs....after all, they were the guys who teamed up with Germany and drove the USA into WWII...

But i doubt it. More than likely, it is to show registeels limited movement...in Colosseum and XD, when you knock him out, his arms stick straight out stiff. i think it was just an accident.
