Can you fail a rare candy? Like play it, and not candy a basic into a stage two?

No. You can't play a card for no effect if it involves public knowledge.

To add to that, rare candy's effect is instant. Like, you can't play rare candy then a Supporter in hopes of hitting the stage 2 off the draw. Which, as far as I could imagine, would be one of the only reasons for trying to play it when you can't.
