This is an electric deck decklist.

2 Thundurus
4-3 Eelectric
2 Zekrom
1 Mewtwo EX
2-2 Raichu (Hs)
1 cleffa
20 Pokemon

4 Pont
2 Engineer's adjustments
3 N
2 Pokemon collector
4 Level ball
3 Pokemon Communication
2 switch
3 junk arm
2 Pokemon catcher
2 twins
2 juniper
4 sage
28 T/S/S

2 Rescue
8 Electric energy

Strategy: Set up 2 EEls on the bench along with 2 thundurus, 2 raichu or 2 zekrom, one active 1 benched, and do this. Attack. Next turn retreat into the other ready one, and dynamotor to recharge the one you retreated. If mewtwo Ex comes up, then simly use your dynamotors to charge mewtwo instead, and use mewtwo to crush it.

4 thundurus is definitely not needed. I think that zekrom EX would make a great secondry attacker and a quicker one too to setup. I'd
-2 Thundurus
-1 super rod
-2 PONT
-2 energy (easily recycleble)
-1 or 2 Zekrom
-1 cleffa (usually thundurus would be your starter)

+4 Sage's
+2 Zekro EX
+1 Junkarm
+1 Juniper

-2 thunderus
-2 energy
-1 super rod
-1 zekrom

+4 Sage
+2 Juniper

The reason I didn't put in Zekrom EX is bcause I don't have it and I want to be able to play this at a tournament.

If you have 2 more Zekroms to replace the Raichus that could work well, since Zekrom is a basic so you can obviously get him out faster, plus Zekrom is more consistent with not having to flip. I do see the advantage with Raichu's 100 damage for 2 electric though, and you can just use the eels to bring em back, but the same goes for Zekrom's heaviest attack, except for more damage.

In regards to the now-useless Pikachus, why not add some Eviolites?

^ but then it wouldn't be a raichu deck anymore, but I agree that zekrom EX would be a better attacker, but then that would be contrary to the title. Zekrom EX can certainly be added in the place of some zekrom, cleffa, and 1-0 eelektrik.
