I use contest hall to get out a baisic magikarp when metagross SV and misamasa valley is out. I attach an expert belt. Would magikarp be knocked out before the belt could be attached? Thanks.

EDIT: Oops, sorry. Meant to say skarmory FB's metal max attack had been used last turn. Metagross SV is out. They get magikarp. What happens?

To add on this, as soon as Metagross is put into play, you need to check for knock outs.~Mark

Silver Feather damages if the Pokemon comes from your opponent's hand. Pokemon Contest Hall brings a Pokemon directly to your Bench from your deck, so it would not be subjected to Silver Feather's effect. You could attach an Expert Belt as normal.
