First save the picture. Make sure it is 125x125 pixels or smaller. My avatars are usually above the file size limit, so go it www.imageshack.us and host it. Get the direct link to the image, and enter that into the box that says "Avatar URL" in Change Avatar" in the left hand side column of the User CP.

or just save it and click browse when you go into change avatar in user cp and then find the file and click it and there you have a avatar

Once you go there, click on the "Browse" button and upload the file from wherever you saved it.
