Ruling Question about cards with a smudge-looking mark instead of a clear energy mark

I have a few cards, such as smoochum from HGSS and next to his attack is just a purple smudged circle. My question is what does this mean? Does he need energy to attack? Does it have to be psychic or colorless? Igglybuff also has the same mark as does Jirachi. Me and my friend just recently got back into the game (haven't played since Fossil and Jungle sets) and were wondering how to play these attacks.

Those attacks do not cost any energy to use. It is normally shaded the color of what type the Pokemon is.~Mark
