Ruling Pursue and Turn (Yanmega LA)

I need this clarified.

When you use Pursue and Turn, do you switch Yanmega if the Defending has only 1 damage counter on it when the attack is used, or do you have to have 20 damage minimum on it to switch?

Please explain in detail, and cite references to support your answer.
 
It has 2 have 2 damage counters minimum to switch before the damage from the attack.

HGSS Rulebook page 18 In What Order Do You Attack said:
a)Announce which attack your Active Pokemon is using. Make sure your Pokemon has enough energy attached to it to use this attack.
b)If necessary, make any choices the attack requires you to make.
c)If necessary, do any requirements the attack requires you to do in order to use it.
d)If necessary, apply any effects that might alter or cancel the attack.
e) If your Active Pokemon is confused, check now to see if the attack fails.
f)Do whatever the attack says. Do any damage first, then do any other effects, and finally, Knock Out any Pokemon that have damage counters greater than or equal to their Hit Points.
Basically, you do the damage first, which is 60 if the Defending Pokemon has 1 or 0 damage counters on it and 80 if it had 2 or more damage counters on it when you announced the attack. After that, then if it would apply based on how many damage counters the Defending Pokemon had on it before the attack, apply the effect of switching Yanmega with one of your benched Pokemon. If you don't have any Benched Pokemon, then it stays active but still will do the 60 + 20 more damage.~Mark
