Strategy:
I built this deck on PTCGO for kicks, because I love Gourgeist and keep trying to think up a deck that can utilize him well. This deck is reasonably slow, but it can compete pretty well with the top decks I've played (won vs Blastoise twice, Charizard EX twice). Its very susceptible to a bad first hand, though and heavily relies on Gourg getting going.

So the deck idea (or the plan):
1. Go first
2. Get pumpkaboo on the field with a helmet and 1 energy
3. T2, get a second energy, gourgeist, and blow up.
4. They die to your poison or helmet
5. Hopefully, they cannot respond or get put far enough behind you can blow up a pokemon or two more

Everything here revolves around your opponent hurting himself as much as possible. You don't care, because gourgs gonna blow himself up anyway. Mew's here to copy gourg if need be or Chandelure. Mewtwo is a finisher. Jirachi does what he does. I like Chandelure in here because hes a decent finisher for this deck, and if hes your opener hes not too shabby. He can put the pain on evolution decks by punishing early and often.

I like how it plays, its slow, but people don't seem to know how to respond. Frozen city heavily deters Blastoise and Rayboar, one game I was able to control the tempo vs Delboar from turn 1 between city and gourgeist T2, forcing him to evolve his pokemon instead of fishing to keep from knocking out 2+ a turn.
 
I too really like Gourgeist and have been developing a competitive deck and strategy for some time now. In my last 2 League Challenge tournaments, my deck did extremely well (in both LCs, finished in T4).

From my experience in playing the deck,
  • Dark Poke decks wreak havoc on the Pumpkins since they are weak to Dark Poke attacks.
  • Chandelure EX is a good starter, but is weak to Dark Poke attacks; so, its use is very situational.
  • I dislike "1-trick" and "low" HP EX Poke like Jirachi EX that just sits on your bench until your opponent Catcher/Lysandre it for a KO...
I've found that Raichu and Pyroar (especially against VirGen decks) to be effective and good Poke to combo with Gourgeist.
