If a Primal Kyogre uses Tidal Storm, and chooses to move the energy cards to Suicune PLB20, do the energy cards still move (as it is an effect of an attack by an EX)?

If a Primal Kyogre uses Tidal Storm, and chooses to move the energy cards to Suicune PLB20, do the energy cards still move (as it is an effect of an attack by an EX)?
The energy would be discarded. You move them off of Primal Kyogre, target Suicune, but can't attach them because of Safeguard. The Energy end up floating around in the ether and are discarded because they're not attached to anything.
You can choose to do this even if there are other valid targets if you wanted Energy off the board for some reason.
