Ummm, probly not. If you went to the R.I. one or the Mass. ones, then you would be allowed in...but NY has some really weird judges...so Idk.

Do you mean starts sign-ups at 10:00? Or the actual tournament at 10:00?

If the Prerelease tournament starts at 10:00 and you'll arrive at 11:00 (1 hour late), the match has began and you won't be able to join the prerelease.
So far as I know, you can't.

This is what I do.
1: Get a lift with a friend (or in ur case ur perents) to drive you.
2: Take public transport
3: Go earlier (if ur catching public transport...like I do sometimes)
4: Get a friend to do the tourney for you.
