Ruling powers activated by evolving/ playing basic down. Help!

here's an example:

i play umbreon * down. i then get to use his power. I briny him back into my hand, then play him down again.

Question 1: can i play a basic down twice?
Question 2: the power says that i can use it once during my turn, before my attack when i play this pokemon down. can i use the power twice if i play umbreon * down twice?

please respond only if you know the answer for sure, don't just guess. thanx

1: Yes. Not a single problem.
2: Yes. While it says once during your turn, that goes for that specific pokemon only. Once it is returned to the hand, the restrictive part of it kind of fades, so to speak, so you can re-use the effect. Nowhere does it state you can only use one "Whatever the power is called" Poke-Power a turn.
