Ruling Power claw and abilities

I'm pretty sure I know the answer, but i want to double check this before Battle Roads this weekend, but with attacks like T-Tars Power Claw or Machoke's Knuckle down, do they go through abilities since they say "or any other effects on the defending pokemon."

Yeah, they would. "Any other effects on the Defending Pokemon" would include stuff like Shell Armor, or anything that actually alters attack damage. (This even includes stuff like Lucario LV.X's Close Combat or Blaziken FB's Jet Shoot.)
