Ruling Pokemon lines that have no final form

OK why do they end pokemon lines like for instace there was a Totdile, Cyndiquil, and Chikorita but no Bayleef, Croconaw,etc. does anyone know why

It's probaply promos that are put into american set, and that's why you sometimes doesn't get all cards

Oh I forgot why'd they make only the final forms of the exs in TMTA like Blazekin ex, No Cumbuskin, No Torchic etc. but you're probably right Mind Reader
