Same way Flareon did well without Battle Compressor in 2013.

The way flareon did well in 2013 was with empoleon. I don't think there are any legal Pokemon that discard a card from your hand to draw two cards.

No, that was 2015 2013 was where it basically had Ultra Ball + Juniper to discard, meaning Flareon was a late game sweeper. Similar to Vespiquen/Yanmega/Ariados that won Seniors.
