Ruling place damage counters.....

so if an attack says to place damage counters (such as gengar prime), does that constitute as damage from an attack? or is placing damage counters not an actual attack damage?

if thats confusing. is the wording "place damage counters" the same as "damage from attack"
ie. placing damage counters vs. rescue energy, defender, vespiquen's defense sign
