In Pokemon Lucario and the Mystery of Mew there is a mother telling her daughter a story. I have noticed that they appear every Pokemon movie since. They were in Darkrai at the begining when Ash and Friends were walking. They were also in Giritina and the Sky Warrior when Ash and Friends were running between the buildings to get away from the magnemite, magneton, and magnezone. Now they appear in the zoroark movie at the beginning. to see the old pictures follow this link.:

Please post any theories you have on this. And i dont think its just Pokemon using the same backround characters because backround characters arent so detailed.

how odd..a family of stalkers perhaps? lolz.

More likely (In my opinion only, just speculation) one of the head Writers, developers, animators etc Wanted to include someone close to them (wife and child perhaps) in anime form and thusly had an artist draw them in with permission and put them in the movies

Just an easter egg... like the Pizza Planet truck appearing in loads of other Pixar films.

RE: people following Ash and friends? updated with zoroark movie.

I find it strange how they always show 2 pokemon from the next gen and hint at another. Zoroark and zaorua, and somebody had a hat with woobat. Munchlax and lucario (although they were split between two movies) and someone else was hinted at for gen 4. I just realized this while watching the Zoroark movie.

EDIT :It was munchlax, bonsly, and then lucario

EDIT EDIT: And weavile

I think that the best explanation would have to to wat mloudeon03 said, probably someone close to the animator or maybe they just use those same character rather then making a bunch of extra background characters.
