Nice deck idea. I believ that Blacephalon could be a deck on its own. Jirachi does not seem to fit the current list. As a rule of thumb Jirachi tends to work well with 34-36 trainer cards in the deck. In addition I believe that he is not needed that bad with Salazzle. Also consider item-based retrieval cards and Victini Prism Star as an additional attacker. I would even consider to include a single Blacephalon GX to draw the final prize card with the GX attack. I would also consider three Beast Ring to have an additional means to accelerate energies to Blacephalon once the opponent knocked two of them out.

1. That's fair. I added Jirachi before Salazzle so I hadn't really considered that
2. I do run Victini
3. I do run lots of item based recovery
 
I think you need to add
+1-2 Lt. Surge Strategy (2 supporters per turn)
+1 Blacephalon GX (beastdown)
+1-2 Volcanion from UBB (acceleration)
+2-3 Green’s Exploration from UBB (draw support)
+2-3 Fiery Flint (acceleration)
+1 Beast energy {*} (beatdown)
Take out all of the Salazar and salandit (there is already a lot of draw support for this deck)
Take out a fire energy and replace it with Beast Energy (you only need 15-16 enegy in this deck including beat energy)
