can i use primal swirl each turn or its only a one time usage and needs to be ssu'ed to re-use the power? thanks

As Omastar himself already says: "Once during your turn, WHEN YOU PLAY OMASTAR FROM YOUR HAND TO EVOLVE ONE OF YOUR POKEMON, you may use this power..."

The answer is literally on the card itself. So yes, its one-time use only unless you return it to your hand.
