why are we playing Pokemon?

If I use the Neoteny pokepower on the BET eeveelutions to devolve them,, can I still evolve them on that same turn?
 
Although the set hasn't come out yet, I positive you can. The text does not say anything about not being able to evolve again, so yes you can. This also works for Devoluter as well. For both, you can evolve again.
 
Devoluter devolves the opposition, meaning the rule about evolving doesn't fully apply there. Neoteny is a whole new game mechanic, so I wouldn't be too certain about that one until BET comes out here.
 
There is no rule against devolving and evolving on the same turn. Just evolving on the turn the card comes into play, and evolving twice. The eevee is already in play while using neoteny so I would sure think you can evolve again.

Actually, there are rules on devolving and evolving Pokemon on the same turn:

Also on the card Hyper Devolution Spray, it even says on the card, "You can't evolve a Pokemon the turn you devolve it".

Yes, I know these are older cards, but if the rules stay the same, then your answer would be no you cannot evolve on the turn you devolve (although I think Broken Time-Space could be an answer to this). Of course, you'd have to wait for the actual rulings of these cards to find out for sure.
