Collecting National Pokedex and Gen II collecting question

I'm doing a National Pokedex binder. For each species, I plan to eventually get the earliest regular set print of that Pokemon (ie no EX/GX, shadowless, promo, etc).

Gen II is where I'm not sure what to do. I know the Neo era is earlier, but it looks too similar to the Gen I cards and might be more expensive. The HGSS era has a distinct card design, but it's not the earliest. Which should I go with?
 
If your rule is that you can only get the earliest printing of that specific pokemon, but can't include stuff like alternate art cards or promo cards, you're going to be spending a lot of money anyway- just bite the bullet and go for the original printings of those cards of the Gen II Pokemon from Neo Genesis-Neo Destiny.
