Take all the HM moves off your Pokemon, and replace them. Excadrill could have X-Scissor (found on Route 7) and if you level it up once more it will learn Earthquake. I'd recommend having Dual Chop on Fraxure, as it can be better than DC (two chances to strike for critical plus it breaks Subs and will damage the 'Mon behind it).

For one thing I don't really like having Dual Chop learned by any of my pokemon because it is a very weak move

dual chop is good for sub breaking but only if your name is haxorus and your item is choice band
