BW/BW2 Move Tutor

I'm assembling my tentative team for White before i get it. figuring out natures, ect. And I've settled on raising a Scoliopede. I really want him to have Megahorn, but i can't seem to find anywhere telling me where the Move Tutor is where i can make him remember it. does anyone know?

@Yakkov I checked that, but it doesn't say anything about those guys teaching other pokemon moves. I mean, in older games those move tutors only taught certain pokemon moves. i'm looking for a guy like in Ruby and Sapphire who will teach your pokemon an old move of theirs for a heartscale.
