Probably not great. The ability is strong but not consistently relevant and evolving from a fossil makes it infinitely worse than a standard stage 2.
Yet, if players move away from stage 2s altogether for fear of devolution of stage 2 exes down to basic stage and negated rare candies as a result of this guy's existence in the format, then players could rely on Eelkrodori, or zekrom + eelektrik + munkidori, as all the reliable energy accelerators outside of eels that are still standard-legal are supporters, stage 2s, and one-deck ponies such as ogerpons and iono's bellibolts. What a format indeed.
Is Jellicent even going to become a problem?
