Prevent all effects of attacks, including damage, done to mewtwo by your opponents pokemon that isnt an evolved pokemon

if my opponent has a mewtwo x as active and i play down dialga g lvl x does that count as evolving? and will i still do damage?

Leveling up a Pokemon does not count as evolving. Dialga G LV.X is still a Basic Pokemon (as is Mewtwo LV.X). However, Dialga G LV.X's Poke-Body Time Crystal prevents any non-Pokemon SP from using their Poke-Bodies, so therefore you will be able to damage Mewtwo, as Psybarrier is shut off by Time Crystal.
