Does this include all SP pokemon and Level X pokemon?

Also - With Broken Time Space... if I place a basic pokemon from my hand to my bench, can I immediately evolve it?

It does include all Pokemon SP, because they are Basic Pokemon.

It only includes LV.X Pokemon if it levels up from a Basic (for example, it will block Uxie LV.X, but not Rhyperior LV.X).

You are correct regarding Broken Time-Space. You may evolve something immediately put into play, even if it was in play before BTS came into play. And just for clarity, leveling up is not the same as evolving, so you can not level up something you immediately put into play through normal means, even if you find a way to promote it to the Active spot.
