my friend thinks that includes benched raichu.

Does it?

No, it does not include benched. Whenever a card uses it's own name like that, it literally means THIS raichu and ONLY this raichu. Also, effects like that may not exist on the bench. Basic rule of pokemon.

Whenever a card is worded like that, see if you can replace the, in this case "Raichu" with "This Pokemon". If that is the case, then that is how it works.
