Ruling Luxray Arceus Gadget Bolt

If a Luxray AR has an Expert Belt attached to it and has 130 damage on it, what happens when it uses Gadget Bolt and discards the Expert Belt? Would his Max HP drop to 120 before he did damge, therefore KO'ing the Luxray?

Expert Belt would be discarded as an effect of Luxray's Gadget Bolt attack. Luxray's maximum HP is reduced afterward. All effects of the attack are completed before checking for any knockouts. At that point Luxray would be knocked out if it had 13+ damage counters on it (but the opponent would not draw an extra Prize card, as Expert Belt was not in play when the knockout was checked for).
