is there a restriction on how long you get to look at it?. what would you say is a reasonable time?
also you get to inspect their hand with certain cards and powers.
but say for a mulligan at the start. are they allowed to inspect your hand or just a quick glance to confirm you have no basics

They are allowed to look at each card and even to take notes on what is in your hand. But all of this shouldn't take more than 10-20 seconds, unless they have a reason to look at it longer.

Doing something like looking at your opponent's hand is, if I remember how my TO worded it correctly, not supposed to disrupt the flow of your turn, or something along those lines. So, yeah, about 10-20 seconds.
