Ruling Looker's to draw zero cards

Looker's Investigation says "Look at your opponent's hand, then chose you or your opponent. That player shuffles his or her hand into his or her deck and draws up to 5 cards."

Can you chose to draw zero cards?
 
Yeah, the rule for " up to" is that you must choose a least 1 of x, whatever x is (cards, damage, revealing cards, lunch, etc...).
So think of it as saying " You may draw up to 5 cards but you must draw at least one card."

So you can't draw zero cards with looker.
 
If I'm not mistaken, it's because you have to take some action when using a trainer card, at least when it's public knowledge. You can always roseanes for nothing, but you must draw at least one card, or take one action when using a card involving public knowledge. (That's what the judges told me anyways)
 
And just so you know, I believe you have to announce how many cards you're going to draw before you start drawing.

They errat'd it so you just draw one at a time now, and decide when to stop.. so no need to announce how many you are going to draw.
 
That's hilarious because at my BR, they said you HAVE to announce how many before you start drawing. What idiots. -__-
