Ruling Level Up's

If you go first, can you level up Pokemon?

If you go second, can you level up Pokemon?

Can you level up a Pokemon that was just played on the field? It was on the bench, but in the same turn, an effect of a card allows the user to switch Pokemon around. The basic Pokemon in now the Active Pokemon, I have the LVL.X Pokemon in my hand, can I level up the new Active Pokemon?

No player may level up on the first turn or the same turn the Pokemon was put in play without an effect that allows them to do so. No you can't level it up.~Mark
