Ruling Legend Cards

Does Legend cards count as a Pokemon before they are put into game?
e.g. can I use Pokemon Communication to find a Legend Pokemon card?

Yes, but note the following:

1) Only cards that allow you to search for "a Pokémon" - such as Bebe's Search, Pokémon Communication, etc. - will allow you to search out a LEGEND piece. Something that allows you to search for basics, or specific evolution stages, etc., cannot be used to search LEGENDs.

2) This could only be used to search out one LEGEND piece. A single Pokémon Communication could not be used to grab both halves of a LEGEND.
