Ruling Legal card question.

I was wondering, since the B/W theme decks were released I was wondering what B/W cards are allowed to be used during regionals if any at all?
Edit: what about the reprinted cards like Pokemon communications?

Black and White will be legal for use after Regionals, for Spring Battle Roads, Nationals and Worlds.
