I would stay as far away from Vileplume in this deck as possible, because it will hurt you a lot, probably more than your opponent.
-1-1-1 Vileplume
+1-1 Landmin Lv.X
-1 Lucian's Assignment
+2 Level Max

Personally, I would drop the Jumpluff altogether and just go speed Scizor. You'd have a lot more room for anything you want, and you could still run a small Vileplume line in case you need it.

Well, what's the point to this deck? what are you trying to beat?

Jumpluff and Scizor don't really work well together, requiring different energy types and going for two different purposes. I would suggest making either a Jumpluff or a Scizor deck. If you want Jumpluff, you can still make it defensive with things like Cherrim AR, Shaymin X, and Defender, or go all out offense with Cherrim SF, Luxray X, and PlusPowers. With Scizor, you'd just play it by itself with Skarmory UD to get early energy, while you tank and deal 70+ a turn.

What SeaLegend said. Jumpluff and Scizor really don't have synergy, which is kind of essential if you want to run anything non-SP. You can run a fast Scizor deck, or go with a tanking Jumpluff by doing the following:

-3-3 Scizor stuff
-7 Metal Energy
-1-1-1 Vileplume UD
-3 Rare Candy
-1 Lucian's Assignment
-2 Energy Exchanger
+2-2 Cherrim PA
+1 Expert Belt PA
+4 PokeDex Handy910is
+3 Grass Energy
+4 Call Energy MD
+1 Luxury Ball SF
+2 Level Max
+1-1 Shaymin LV.X
+1 Copycat

This will make Jumpluff difficult to KO with the large amount of damage reduction and a possible maximum of 150 HP. Call Energy will let you swarm the Jumpluff, and the PokeDex Handy910is makes the deck faster and a little more consistent. The Cherrim reduces the amount of damage you take.
